Edith Cowan University (ECU) has been a leading higher education provider in Western Australia since 1991. In recent years, ECU has expanded its footprint by establishing a major presence in the Perth CBD, complementing its Joondalup campus with the development of the state-of-the-art ECU City campus.

Positioned within Perth’s business, entertainment and cultural precinct, the new campus enhances accessibility while creating a vibrant destination for students, staff and the wider community. The ECU City campus comprises 11 levels and approximately 60,000m² of floor space, designed to support modern learning, collaboration and public engagement.

Nilsen Scope of Works

Nilsen delivered the full electrical and communications installation across the project. This included the installation of all lighting and power systems, incorporating over 342,000 metres of TPS cabling, as well as feature façade and landscaping lighting that contributes to the building’s distinctive visual identity

The project also involved the delivery of a comprehensive suite of electronic security systems, including access control, CCTV, intercom and duress systems, along with integrated locker management. In total, approximately 800 CCTV cameras were installed to support a secure and highly monitored environment.

Nilsen was responsible for the complete passive communications infrastructure, including fibre optic backbone, telephone systems and horizontal cabling. The installation supported over 14,000 structured cabling outlets, enabling connectivity across all ELV systems throughout the campus.

Working alongside head contractor Multiplex, Nilsen contributed to the construction of a world-class performing arts facility incorporating six WAAPA public performance venues. These spaces required complex AV power installations and extensive dimmer rack terminations to meet the high technical standards expected of international performance environments.

A key architectural feature of the project is the dynamic façade wrapping the north and east elevations of the building. Nilsen delivered the electrical infrastructure supporting this programmable system, enabling a range of lighting designs that position the campus as a standout landmark within the Perth CBD.

This was a highly complex and technically demanding project, with approximately 34,000 construction drawings subject to ongoing revisions. Successful delivery relied on strong coordination, detailed planning and consistent communication across all stakeholders.

With a fixed deadline aligned to Semester 1, 2026, maintaining program was critical. Nilsen prioritised collaboration, safety and efficiency, working closely with Multiplex and other subcontractors to ensure the project was delivered on time and to a high standard.
